Development of a strategic eLearning plan is one thing. Successful eLearning implementation is another. We first need to consider the learning outcomes sought, political landscape, technology constraints/opportunities, resourcing, and general organizational readiness. Just by its nature, technology adaption brings with it a lot of organizational change issues.
